Justin Carroll

Lt. Carroll joined MTFD in 2016 as a part-time paramedic out of Station 153 and returned in 2021. He was promoted to Training officer in 2024 and Lieutenant in early 2025. Lt. Carroll has been in Emergency Services since 2009 when he attended Cincinnati State for EMT school. He later attended The University of Cincinnati for Paramedic certification and earned an A.A.S. in Emergency Medical Services. Lt. Carroll comes to MTFD with experience in Medical Services Management where he served as the Director of Operations for the Cincinnati division of First Call Ambulance services. He attended both undergraduate and graduate school at The University of Cincinnati where he majored in Organizational and Industrial Psychology, with a focus in Program Evaluation. Lt. Carroll's primary responsibilities within MTFD include data analysis, policy and procedure, and operational training.
